logs from rinex2snr can be tricky for people to find -

maybe put them in $REFL_CODE to make things easier.

it is now written to $REFL_CODE/logs. and within a station specific directory. this is really only for rinex2snr. one is a general log and the other is specifically to provide fortran related to errors, if there are any.
