CMS encryption for ASiC-E package

The package should be wrapped in an CMS encryption envelope and encrypted. Depends on #1 and ks-no/kryptering-dotnet#1

No need to do this as a part the ASiC-E handling as the clients using it should be able to use whatever encryption library they want to support this
