PR #1141 broke ability to build RHEL-9 image

PR #1141 change in images/capi/ansible/roles/providers/tasks/main.yml has broken Redhat 9 build with the following error
TASK [providers : set cloudinit feature flags for redhat] **********************
fatal: [default]: FAILED! => {"changed": false, "checksum": "29eb662f723d583ec8eeb885fc9965c68a396bc1", "msg": "Destination directory /usr/lib/python3.6/site-packages/cloudinit does not exist"}

the fixed applied after don't work
RHEL 9 is bringing python 3.9 so the destination URL don't work
