Send to Window menu not cleared when restarting firefox

I restarted Firefox. (Unfortunately, it didn't restore my windows, but that is a separate problem.) Now when I right click on a tab and select "Send to Window", I see all of the old windows that no longer exist in addition to new windows that do exist.
Context:
Windows 10 (up to date)
Firefox 126.0
Winger 2.7.0
