roboxes/rocky8 has IPv6 disabled

IPv6 is disabled by the /etc/sysctl.conf file in the roboxes/rocky8 box. This leads to confusion why certain services (memcached) can't start up if they are configured to listen on ::1 by default.
What's the reasoning behind disabling ipv6?
