Issue to track preliminary development for heat pump plant control modules.

Initial control modules are available on branch issue3846_HeatPumpPlantControls on forked repo karthikeyad-pnnl/modelica-buildings at commit ac8f7042d35f027278f2aea6a62523fdeeba9443.

Models of interest, which will undergo additional testing and updates, are included in package: Buildings.Controls.OBC.HeatPumpPlant.
