How to install on Windows:
Download wgrib2 binaries from ftp://ftp.cpc.ncep.noaa.gov/wd51we/wgrib2/Windows_64/ (64 bit only - otherwise, use ftp://ftp.cpc.ncep.noaa.gov/wd51we/wgrib2/Windows_7 (untested))
