[Tracking] Port to Rust

Rather than being really needed it's interesting to learn and it already helped finding quite some bugs in the existing C code.

The current code is not openly available since it's really ugly and only a testbed although non-forking programs usually are executed the same way as the original does.

• parse programs correctly / initial set up
• pass smaller programs as test
• fix threading. #3 should probably be solved first.
• Cleanup / Output
