Add UPM package manifest for Animator Extensions

I love installing editor tools through UPM as to not clutter my projects, recently I've been using OpenUPM too. Would you be willing/accepting of a package manifest for Animator Extensions, so that it could be listed on OpenUPM?
OpenUPM also has a package for Harmony, although I have not worked with it yet.

If you don't want to make such a manifest yourself I can also do so and would PR that back.

Or if you'd rather not have that manifest at all I would like to fork and provide the package from my fork.
