IMPP: case-insensitive comparison of schemes

I suggest to perform case-insensitive comparision of schemes in Impp.isProtocol, so that not only IMPP:icq:123456 would be recognized by isProtocol("icq") and isIcq() but also IMPP:ICQ:123456.
