Blocks for 5G NR sync signals and decoding.

This is the nr_sync-write-a-block package meant as a guide to building
out-of-tree packages. To use the nr_sync blocks, the Python namespaces
is in 'nr_sync', which is imported as:

    import nr_sync

in this package. A quick listing of the details can be found in Python
after importing by using:

    help(nr_sync)
