use `--user` param in iis container

Hi

I try use SMB Global Mapping in iis docker, but always get problem.

problem in here: moby/moby#37863

I find new clue, if iis container use --user from docker run, container just some time will get problem.

Could you paste the error message here. I did not see the issue wieh running with -u flag.
