SlowCheetah and Solution Items

I want to run a transform on the solution level nuget.config file, dependent on the build configurration.

Is this possible with slowcheetah ?

It doesn't show the AddTransform context menu for the nuget.config in my solution items folder.

The fact that build-Time transformations need to be mentioned in the project file further suggests, items must belong to a project to be transformable.
