I'm pretty sure it's been replaced by monarch-ui-new.
I can suggest edits to the README if that would be helpful.

Dear Nomi, this is the correct repo for the currently deployed version of the Monarch Portal. We are still using this repository and it should not be deprecated. Thank you!
