move ABI stubs repo to main org

https://github.com/mpiwg-abi/header_and_stub_library is supposed to be a canonical reference implementation of the MPI ABI, which can be used to build an application without an implementation dependency (useful for containerization).

@dalcinl and I would like to move it to https://github.com/mpi-forum/mpi-abi-stubs.

I lack the necessary permissions to make this change. I think @wesbland can do it, since he's an owner of both orgs.
