Any text in this repository should be considered as a draft of a draft. The process go get to a charter is:
- have a broad agreement among the authors of the charter on the content;
- transfer this repo to W3C so that it becomes more 'official';
- the charter has to be discussed with the W3C strategy team as part of an internal review and, in parallel, the text should be released to the AC as an "advance notice";
- the text should be submitted to an official review to by the AC of W3C.
