Allow Admins to send emails to email addresses that are not marked other

It would be nice to redirect messages to email addresses that are not marked other for councils.

For example, I would like to redirect a message to Edinburgh Bus Stations email address but I cannot unless I replace the other email address for the council with the bus stations email address temporarily.
