Replace mahoro with ruby-magic

mahoro isn't available as a package for Debian wheezy; the replacement seems to be ruby-magic. Docs are available in the package at /usr/share/doc/ruby-magic/rdoc/index.html.

I think with bundler, the mahoro package may no longer be needed - can you try installing https://github.com/mysociety/fixmytransport/tree/no-mahoro-dependency on wheeze (I've just removed it from the package list in that branch)

Turned out not to be needed.
