Option to BCC operators

A major operator currently includes their head of social media as one of the contacts. He would like to be bcc'd instead of cc'd into reports, because he's had a few instances where people have contacted him directly to chase issues.

We also discussed the matter of his out-of-office notices getting published on the site, which has occasionaly given users the idea that their email has been misrouted (ie 'why has my message gone to the head of social media when it's about bus times, etc).
