Move help menu item

Place the help menu in the far right corner of the page and use the question mark icon (?) instead of the word help, since it's not a regular page for the instance transactions.

Some more info on this from Carter:
Well, I'm not too particular about the "help link" position. Thinking it through, I thought it would be ok if the help link was at the far right corner of the page taking into consideration the new pages (menus) to be added to the menu bar. If you think the help link is suitable in that position and adding the other pages will not be of problem then, that's fine by me. Sure, I was thinking of creating space for the following links:
- FOI Awareness (For citizens while on the site, to have access to the Awareness materials)
- Partners (For all partners promoting and monitoring the FIOA for compliance like the CSOs)
- The IIC (This page will present contents about the IIC as the governing body of FOIA)
- File a complaint (To all citizens to file Complaints on the site immediately. This should send an email to the Independent Information Commission) (Sub menu)
Need to clarify whether having these pages in the help subnav is enough, or whether we need to add them elsewhere.
I don't think all of these will fit in the main nav without dropping other items.
It sounds like an IA exercise might be in order here. We can fit any amount of pages in if we need but without thinking it through it will be messy and hard to use.
I think this ticket, #28 and the upcoming tweaks to the social media links could all benefit from stepping back and looking at the site as a whole.
We talked in slack about the possibility of adding a column to the footer which is headed something like 'Find out more' and has these links in it.
