Describe the bug
When in a polar view, have the graticule loaded, and you attempt to invoke the snapshot tool, it offers to disable the graticule when it shouldn't since it is indeed a GIBS raster layer which can be captured (as opposed to the geographic graticule which is based on OpenLayers).

To Reproduce
Steps to reproduce the behavior:

  1. Go to a polar view and load the graticule layer (example)
  2. Invoke the snapshot feature
  3. The graticule snapshot warning message pops up

Expected behavior
The graticule snapshot warning message shouldn't appear and the graticule should be capture-able by the snapshot tool.
