Ao instalar o Ruby on Rails no Sistema Operacional Windows, você deve procurar um arquivo chamado GEMFILE e acessa-lo. Quando abrir o arquivo você deve apagar os " s " dos HTTP, para que o bundle install rode e o rails server funcione também, pelo menos no Windows é assim.
