Implement minimal template for multiplex-CITE-seq assay

This ticket is to track implementation of a minimal metadata template to enable submission of multiplex-CITE-seq assay data, currently expected from the CASI TNP (additional context: https://sagebionetworks.jira.com/browse/HTAN-288). @Gibbsdavidl is currently coordinating discussions with the center on this.
This is expected to be performed as part of the 24-5 sprint (May 2024). The HTAN DCC will be performing a soft lock of the HTAN Data Model as of June 1, 2024, after which no new components (i.e. data types) will be added to the data model.

If we can complete these changes, we will aim to include this in our next release planned for the first week of June.
I think it's ready to go, changes have been implemented.
@Gibbsdavidl these templates are now also available on prod DCA. Can you please follow up with the contributors via https://sagebionetworks.jira.com/browse/HTAN-288
