Correct center ID usage + destination check

In HTAN Phase 1.0, we have seen instances of the following:

• Files corresponding to a specific atlas (e.g. HTA2) submitted and released under another atlas (e.g. HTA1) (see HTAN-484)
• Centers submitting TNP data (e.g. HTA16) to a project corresponding to a different atlas (e.g. HTA3) (see HTAN-475)

In the renewal, explore what type of validation or warning can be surfaced if data are being submitted with an identifier that does not match the expected identifier of the storage destination.
