Implement generic tag resetting

Eg for HTAPP visium date (see https://sagebionetworks.jira.com/browse/HTAN-370) we want to reset dates in custom tags 45278,45279,45494 as well as DateTime/306

  • Genralise reset_datetype.py to take a tag number and a value
  • Have a input param/config as a map of tag number and replacement value that needs replacing
