Support for 13th edition of Keys to Soil Taxonomy

The 13th edition will be going out for print and released to the public
- refine SoilKnowledgeBase routines to work with new version of Keys (ncss-tech/SoilKnowledgeBase#62)
- add new versioned datasets
- version arguments and package options to control datasets used
