Set Wallpaper smartly
- maintains a database (tree of symlinks) to known images
- sets wallpaper and uses heuristics to determine whether it should be tiled/centered/scaled and sets background colours to match.
- Most recently tested only ubuntu MATE, nothing else
- dbus_session is currently hardcoded because I'm lazy
