Extending extamples to include non-README files?

Another file that I think would be useful to have a template for is CONTRIBUTING.md (example)
This could be useful for projects we wish to open source, as well as internal projects.
Hoping to make a barebones version of this for Adcom, but suggestions for that are welcome.
Great idea. Can you generalize the one you create for Adcom and pop it
into this repo?
