DOC: fix incorrect link in DataFrame.drop docstring

The second paragraph in https://pandas.pydata.org/docs/dev/reference/api/pandas.DataFrame.drop.html has a link that didn't work (a reference to another page in the docs). This is because the syntax is wrong (a :ref: is missing)
