↹ is inverted in some Noto Serif fonts

(U+21B9) seems misdrawn in some Noto Serif CJK fonts, but not all.... a user wrote:

Since the name of the character is “LEFTWARDS ARROW TO BAR OVER RIGHTWARDS ARROW TO BAR”, the leftwards arrow should be over the rightwards arrow.

This matters because this character is used for the ISO/IEC 9995-7 symbol for the Tab key, and on key symbols in general the shifted behavior (backwards-tab, represented by “leftwards arrow to bar”) appears above the unshifted behavior (tab, represented by “rightwards arrow to bar”).

But in many Noto fonts, the rightwards arrow is over the leftwards arrow in (some or all) of the system fonts. (See attached screenshot.)

If someone has an issue still then verify the version.

This should have been updated in google/fonts#6534, but Google Fonts are still serving v1.001.

Edit: ooooooooooooooooooor not. google/fonts#6671 Seems not pushed to upstream yet.

It's flipped... I don't know!

Looks fixed on fonts.google.com since it is using 2.002.
