Missing Signed-Off: Add checking for pull requests

The probot plugin checks for missing signed-off messages in pull requests, and will prevent from merging.

Not perfect, but a nice improvement.
Make sure the "Keep my email address private" flag is not set in your github e-mail settings, otherwise the DCO checker can't determine if the person committing a change matches with the e-mail in the "Sign-off-by" message.
