snap_env doesnt work without DCP defined

With #764 you changed snap_env to export an undefined PSL_DCP with some comments.
This comments get interpreted wrong during make model, the 'for' is interpreted as begin of a loop.
As long as this is just a hint to export something, please comment the whole export with '#export PSL_DCP' both for PSL8 and PSL9
