This is in progress on the Cython branch and will be continued on the v1.2 branch after the merge. When the documentation is near complete, or at least useful, I'm recommending hosting it at https://readthedocs.org. I've seen Python package documentation hosted here pretty frequently, it's free, and it interfaces with GitHub to rebuild the documentation after each commit.
