After the BMC is powered on for the first time with AC power, reading the ipmi_user.json file fails, causing the phosphor-ipmi-host to hang.Upon further analysis, it was discovered that both ipmi_user.json_tmp and ipmi_user.json exist with identical content, yet the first 4K of content is missing.
