Create the 'variant metadata' command line

In order to offer to users a richer variant command line interface, we should provide a 'metadata' command to manage metadata information. This command line will allow users to load an extended pedigree file, create cohorts, rename studies... E.g.:
./build/bin/hpg-bigdata-local.sh variant metadata -i [--pedigree-file filename]
