DC is missing

based on the readme, perhaps this could be ocd-division/country:us/district:dc/place:washington

I'm assuming ocd-division/country:us/state:dc/place:washington would be considered less accurate.

For mapping the geoid is 1150000

We actually were thinking that just ocd-division/country:us/district:dc
would be sufficient, DC is a weird case since the city and district
are coterminous. We should add the mapping though, I'll look into adding
it via the automated scripts.
