Improve `clean=true` envvar to provide more options (db, code or full)

Right now, running clean=true vagrant provision both wipes and relevant paths and runs install (which wipes the db). It would be nice to make this more granular so that we can avoid having to rebuild the site if we just want a simple re-install.
