Adding a getting started section both in README and docs

The section should use the dataset that does not have to be downloaded first showcase the dataset classes (including Raw) and try a FedAvg strategy on it and then go on to showcase maybe ISIC with another strategy.

Getting started added to readme.md needs to be ported to sphinx docs now.
