This is a TCP SYN method made by Google Admin (I think) and just uses valid SYN packets (MSS, NOP, WS, and SACKPERM) to make it look like legit SYN packets causing the server to get overloaded and timeout ( This method is meant for NFO's, Galaxygate, and probably SOME OVH's Vulnerable to SYN floods )
