Plot-level filters for Value Finder plots

Is your feature request related to a problem?

For the ADMDatamart class, we allow users to apply filters at the plot level, which is a lot more flexible than having to filter the entire data input. This is not currently available for the Value Finder tools.

Describe the solution you'd like

We should add them in the same way we do for ADMDatamart. In cases where we use sampling, the filters should be applied before the sampling.

Describe alternatives you've considered

Impact of doing nothing is not huge, but this change would improve usability and consistency across the library.
