Do the filenames really start with "-" ? Most programs treat a "-"or in our
case "--"as arguments.

On the same note as what @petermr has said, -/path/to/file doesn't look like a valid path. I've converted the input file and the output file from positional arguments to optional arguments, consider running this command:
pyamiimage -t --infile C:/Users/kaartik/Desktop/ipcc/ar6/wg3/one.png --outfile C:/Users/kaartik/Desktop/ipcc/ar6/onet.txt
