has.js can now report to browserscope

if you open runTests.html and click the "report these to browserscope" button, your results will be sent and help populate this table:

This is already committed, I'm just using this issue as an announcement of sorts. :)
With this we can start to collect a robust matrix of UA vs Bug+feature tests..
