For @piyoppi/counter-tools, generate a list of allowed URLs from the sitemap and upload it to S3.

Inputs

name	details
sitemap_filename	Sitemap entry filename (ex: /path/to/public/sitemap/sitemap-index.xml)
sitemap_basepath	The basepath of sitemap (ex: /path/to/public/sitemap/)
sitemap_baseurl	The baseurl of sitemap (ex: https://example.com/sitemap/)
s3_bucket_name	Target S3 bucket
output_urllist_filename	Output object name (default: urllist)

AWS credentials must be set using aws-actions/configure-aws-credentials.
