You can apply wallpaper using this little tool.1 Active Windows API usage means that it supports only BMP and JPEG files.2

Synopsis

  1. wallchanger.exe path to the picture
  2. By drag-n-drop to the EXE

Notes

1 It was better to write it in Assembly. At least, for the admirable execution time.
2 Even more suitable to play on rundll32.
