when picking the next triaged bug, instead of picking the first issue not seen, iterate through the available issues and pick the first issue not seen that is not triaged.

This should basically never happen, since the source report already filters untriaged bugs. For the moment, I'm assuming this was caused by #2, and is effectively a duplicate.
