attenuation threshold vs SLAC strength

I am in bit confusion with attenuation threshold in pev.ini and SLAC strength. In the documentation, I found following.

If the average attenuation is less than the attenuation threshold it will connect.

but what is attenuation threshold has connection with the SLAC strength?

I believe transmit power is 0dBm(1mW). Is attenuation threshold is something PEV reports to EVSE?
