Improvement Description
The latest version of scikit-learn is 0.20.3, the latest feature classifiers have been trained against an older version.

Version context:
Busywork pulled 0.21.1 from conda-forge yesterday when building q2-feature-classifier, but Busywork also pulled 0.20.3 from conda-forge when running q2-feature-classifier's unit tests. We should sort out the resolution mismatch before proceeding with training classifiers.
