Feedback from @thermokarst indicates that users with a background in software development might be more likely to glaze over TODO comments generated in output scripts, believing them to be developer-facing. Renaming this to FIXME or similar might avoid the issue.

Not just developer-facing - its a matter of importance. TODO sounds like "ah yah, I can safely ignore that!" to me.
