Install R versions on user space for Windows?

This issue is related to #219, but in my case it is Windows. I don't have System Admin right on the PC, and therefore can't use rig to install R version at the moment. scoop on the other allows installation of R and other software in user space. I am sure the author knows about scoop because it is one of documented methods to install rig on Windows.
So, if rig can work together with scoop or allowing installation of R versions without system admin, that will be usable for me. Thanks for the work anyway.
