Philippine Tagging Presets for JOSM

OpenStreetMap Tag presets for the Philippines

Rationale for this project: 
(The long Blah blah blah)
This is an attempt use commonly-used name equivalent (PH street-language) 
OSM's tags for geographic points and features, to aid ordinary Filipino 
and casual mappers to use JOSM... 

This is for the mean time that we are waiting for the likes of Mapbox 
who said they are "launching tools that make it easier for communities 
to contribute.” yeah yeah yeah I hope 

One of rule OSM mapping is to "have fun." but wait, there's more:
we also have to teach others (the none-techies) to contribute data themselves,
because sooner or later, some of us will stop mapping... need new recruits :-)

'Mappy Hours' (booze-fueled updating section) loses a lot of meaning to
those who don’t drink; ...my concern isn’t with Mappy Hours, but the lack of efforts 
being made by OSM’s core members to reach out to a wider and more diverse group 
of participants. The reason I think that 'LACK OF DIVERSITY' is a problem is 
we say 'WE’RE MAKING A MAP OF THE WORLD and ANYONE CAN DO IT'...but we’re not there yet. 
This is due to the fact that even getting started as a new contributor 
to OSM isn’t exactly the most intuitive or user-friendly experience. 
Just mapping anything requires new cartographers to read through a bunch 
of Wiki pages and familiarize themselves with OSM’s two main software editors: 
JOSM and Potlach. OSM’s currently complicated starting process is a barrier to entry"

In the Philippines, there is a good effort from the core group to reach to different 
sectors of society, but with the same problem as with any other OSM community: 
we have yet to make JOSM easy to learn, intuitive and simple to use (idiot-proof).
